Abstract
Recent reports of the eThekwini Metro have presented a picture of economic stagnation and observers remark on evidence of urban decay and raised the urgency of new planning initiatives. These are not the statistics of steady advance and development and increasingly there is concern that the economic foundation will not automatically provide the financial resources for the extension, maintenance and rehabilitation of good municipal services. This report looks at these statistics and ways to address the problems.-
