Abstract
This paper is organised as follows: Section 2 investigates the basic composition of food security targets. It underscores the importance of household characteristics and contextual determinants of food insecurity. Given the centrality of measurable indicators on which to base any food security target, section 3 presents a critical evaluation of three classes of food security indicators: food availability, food expenditure/consumption and composite food indicators. Section 4 examines possible food security targets for low-income households in South Africa. Section 5 concludes the paper with a few recommendations for further research on food security targeting.-
