Abstract
This document describes the considerations for deciding whether or not to include HIV testing of children 1-23 months in a population-based survey. These considerations include the desired precision of estimates and, thus, the required sample size, cost, issues with blood collection and HIV testing of young children, refusal rates, and ethical concerns.-
