Abstract

The system under which DG's and HoD's operate including but not limited to leadership, skills, configuration, processes and functioning, employment conditions, performance management, and co ordination structure. Regulatory framework that impacts on their performance and that of those parts of the state which they are responsible. To provide best practice models for enhancing effective state capacity implemented in similar developmental countries like South Africa, with special focus on DG's and HoD's.
