Abstract
This study established the baseline status of institutions that will be supported by the SESD programme, namely the National Department of Education's FET Directorate, provincial FET Directories and designated colleges in the provinces of Kwa-Zulu Natal, North-west and Western Cape as well as the SAQA Southern Regional Office. This study was designed to take account of the influence of contextual factors within the current phase of policy implementation.-
