Abstract
The report is presented in three parts. Part one has two chapters. The first sketches out FET policy intentions in terms of diagnosis of what is wrong and prescription of what is needed. This chapter provides an overall frame for the study. The second chapter deals with the design of the study and the methodological framework employed. Part two also consists of two chapters that both deal with analysis and findings. In part 3 the ten case studies are presented in full.-
