Abstract
This is a study about the Skills development programme for members of parliament and provincial legislatures. The paper assesses the appropriateness of training provided to members in terms of the content and method, establishes the extent to which training and individual and organisational needs were met, assesses the results of training provided for beneficiaries, identifies and evaluates the process and challenges faced in planning and implementing training, conducts a training needs analysis with clear outcomes for presiding officers in parliament and the nine provincial legislatures, recommends ways of developing and realising an effective skills development programme for members.-
